  • Developed 5 year Business Plan for South Kilburn Trust, charitable body and legacy vehicle for South Kilburn NDC.

Director, Regeneration & Partnerships
December 2007 to July 2009 - South Kilburn NDC
I was seconded from the London Borough of Brent to South Kilburn New Deal for Communities following a number of serious problems in the senior management, delivery and development of this holistic multi-million pound regeneration & housing development programme. 
 
  • Established a sustainable programme for the final two years.
  • Wrote a 15 year regeneration strategy for South Kilburn.
  • Developed a succession strategy, legacy programme and vehicle.
  • SKNDC complete staff restructuring and recruitment process.
  • Established staff processes & procedures on equalities & diversity and Investors in People.
  • Enabled transition from the current Board to the new Board for the succession.

Head of Regeneration
December 2005 to December 2007 - London Borough of Brent
I was responsible for setting the regeneration strategy, policy and project development for LB Brent. Working across all council departments keys areas of focus were:-
 
  • Regeneration and physical development of areas of deprivation in the borough and areas  undergoing major physical transformation such as Wembley Stadium areas, South Kilburn NDC area, Stonebridge HAT and the town centres of Wembley, Kilburn, Willesden, Harlesden and Cricklewood.
  • Produced 3 year action plan for regeneration & development.
  • Agreed 3 year £10m programme with LDA around employment & skills.
  • Direct management of 5 staff & responsibility for 4 regeneration programme delivery teams and one performance team, in total 80 staff. This included 2 Neighbourhood Renewal Teams; the South Kilburn NDC team; and Brent in2 Work, the borough’s exemplar employment and skills development team. 
  • Economic Development - working in partnership with the Borough’s key business support agencies in particular Park Royal Partnership.
  • Produced 2 years Economic Development Strategy for Brent.
  • Skills & Employment strategy development addressing worklessness - working in partnership across the 6 west London boroughs.
  • 2012 Olympics and Paralympics - Engagement of all council departments agreed Brent 2012 strategy and action plan, including targets & outcomes, published 2008.
  • Establishing strategy and agreeing stretch targets for Brent Local Area Agreement.
Senior Regeneration Manager
June 2003 to December 2005 - London Development Agency
I was responsible for strategic regeneration, investment and partnership development:- 
  • Establishment of Wembley, White City & Park Royal Regeneration Programme £21m.
  • Portfolio management of 30 LDA regeneration projects supporting innovative ideas value ranged from £30k to £300k.
  • Formation of stakeholder group and themed sub groups to develop holistic regeneration programme across Lambeth, Southwark and Wandsworth London Boroughs. £33m programme agreed.
  • LDA regeneration policy for West London, including development and writing of the sub regional economic development strategy.
  • Thames Gateway South Regeneration Programme £15m - monitoring and management.
  • Management of West London Regeneration Team of 6.
Senior Regeneration Manager October 1998 to June 2003 - Yorkshire Forward, Regional Development Agency
  • Evaluation & renegotiation of 17 multi-million pound contracts to align legacy programmes to Yorkshire Forward newly established strategy worth £550m.
  • Portfolio management of 35 regeneration programmes across North Yorkshire & Humber area £450m, delivered to time and targets.
  • Development of regeneration strategy for Hull City Council & North East Lincs Council resulting in attracting new funding of £90m and £55m respectively.
  • Developing and implementing an action plan for legacy Derelict Land Grant and Land Reclamation Programmes worth £23m, agreed appropriate exit strategies for some 400 projects within a 6 month period.
  • Management of £3m enterprise & entrepreneurship programme aimed at young people across south Yorkshire.
  • Establishment of 6 Local Strategic Partnerships across East Yorkshire & Humber area.
  • Review and establishment of new Board for North East Lincolnshire Regeneration Partnership.
  • Design and implementation of performance management framework across regional community regeneration team.

Business Development Manager
April 1994 to October 1998 - South Yorkshire Business Links
This was a path finding role as the first Department of Trade & Industry secondee to the first Business Link in April 1994 as part of a national change in government policy. I was originally placed with Doncaster Business Enterprise Centre. At that time South Yorkshire was suffering severe economic decline and extremely high unemployment rates, up to 75% male unemployment in certain areas, following the coal closures.
 
  • Establishment of One Stop Shop business support service across South Yorkshire replacing multiple contact points and suppliers.
  • Establishment of Overseas Trade Services at Business Link South Yorkshire, chargeable services supported by successful ESF bid worth £6m.
  • Product/service development & delivery with a particular view to business support and economic regeneration in South Yorkshire.
  • Direct staff management of team of 9. 
  • Worked directly with local companies on business retention, investment and expansion plans, personally assisting 81 companies obtain over £5m in government grant assistance.
  • Launched and ran the South Yorkshire Export Club, recruiting 1000 members, doubled take up of Business Link chargeable export services.
  • Played an active role in Business Improvement Group & Business Excellence achieving IIP, ISO 9000 & development of BL staff performance appraisal system.
